If you think that motorcycle laws are strict in the United States, take a look at the laws in Puerto Rico. In Puerto Rico if you are riding a motorcycle, you are required to wear protective jackets, gloves, long pants and boots. On Sunday at 1:15 pm Joe Silver Sr., 43, of Tracy, decided to pass another slower vehicles by crossing over a double-yellow line. That decision cost a woman her life.
